What are Selection Criteria?

Under the EU Public Procurement Directive, selection criteria are entirely separate from award-criteria. Selection criteria ask whether the supplier is capable (is it financially stable, does it have relevant experience, does it hold the required licences?). Award criteria ask which capable supplier has made the best offer. A supplier that does not meet the selection criteria is excluded from evaluation entirely; its tender is not scored against the award criteria.

The directive sets limits on what can be required. For financial standing, authorities cannot normally require a minimum annual turnover of more than twice the estimated contract value. For technical capacity, evidence of relevant past contracts is the standard measure, typically requiring experience with comparable contracts performed within the previous three to five years.
