Neo eProcurement is the Oracle-based digital platform through which NCIA, NATO's technology procurement agency, manages its entire supplier and procurement lifecycle. Launched in 2022 and made mandatory for all NCIA procurement from January 2024, it replaced earlier fragmented processes and is now the single channel through which suppliers register, receive opportunity notices, submit bids, and manage contract communications.

What is Neo eProcurement (NCIA Platform)?

Neo eProcurement operates two integrated modules. The Supplier Self-Service module handles company registration and profile management, including submission of the declaration-of-eligibility-doe and maintenance of capability data. The Procurement Engagement module manages the active procurement lifecycle: publishing future-business-opportunity-fbo-nato notices, issuing notification-of-intent-noi-nato documents, distributing request-for-proposals, receiving bids, and communicating award decisions. Together the two modules give NCIA visibility into its registered supplier base and give suppliers a single point of access to all ncia-nato-communications-and-information-agency procurement activity.

The mandatory status of Neo eProcurement means that a supplier without an active platform profile cannot receive NCIA solicitations. Paper submissions and email bids are no longer accepted for NCIA procurement. The platform is separate from the NSPA ePortal, which handles NSPA's logistics and support procurement through a different system.

Why Neo eProcurement (NCIA Platform) matters for bidders

Neo eProcurement is the gateway to NCIA contracts. Suppliers that have not completed registration on the platform are invisible to NCIA buyers. The registration process requires the Declaration of Eligibility, company details, financial information, and a description of the supplier's capabilities in the technology categories NCIA procures. Maintaining an accurate and current profile, particularly the capability description, is the equivalent of keeping a product catalogue visible to buyers. Suppliers should also activate notifications for new FBO and NoI publications so they receive early warning of upcoming procurements in their sector rather than discovering solicitations after they are published.

Is Neo eProcurement also used by NSPA?

No. NSPA uses a separate ePortal at eportal.nspa.nato.int. Neo eProcurement is specific to NCIA procurement. Suppliers targeting both agencies need profiles on both platforms.

Can suppliers bid for NCIA contracts without registering on Neo eProcurement?

No. Since January 2024 all NCIA procurement activity runs through Neo eProcurement and no alternative submission route exists. Registration is the mandatory first step.

What does the Supplier Self-Service module require at registration?

It requires the Declaration of Eligibility, legal company details including country of incorporation, financial capacity information, relevant certifications, and a description of the supplier's products or services in NCIA's procurement categories.
